For the last part regarding even the faintest sound increases the entropy in the system (universe) and produces an information (a past event) which will have an effect on the overall future event in the system (universe). (The delayed choice quantum eraser says that even future event – delayed choice and have retrograde effect and impact past event).
    Now for manifestation, considering if consciousness works on quantum principles than it can create only probabilities but no specific outcome (the uncertainty principle). Specific outcome is deterministic like general theory of relativity which fails at quantum levels. Even the double slit experiment shows that it is the observation that impacts the consciousness of electron not the consciousness that chat changes the observed outcome.
