Francis would probably be easier than a normal soldier main to fight as pyro, considering they always fire once ready and can't swap to shotgun + the fact that he only changes his movement every .8 seconds would probably make airblast easy
Bro, if you could settle the tf2 balancing debate once and for all by making a perfect bot for every balancing version for every playstyle in the game and tested them all against each other, you would be my hero..
I swear, the most op version of every playstyle in the game has a strong counter.

i think for an actual map you should have it ignore players behind walls and if it sees a player it stops ignoring one after 0.1 or 0.2 seconds to be like human reaction time and walk around the map while focusing going into the center for it to act like a real player

another thing i found interesing is Francis doesnt aimbot, he can still miss due to human unpredictability, he's incredibly strong, but not unbeatable or incapable of making a bad play.

I think the reason the pro players lost is due to the fact they probably make predictive moves/decisions based on human opponents, which have different pkaystyles and skills ETC, while francis is (from what I understand) making mathematically the best decision based in it's data. Hell francis is like a TF2 terminator.

It's certainly an interesting project and it looks like fun to fight. But none of these AI projects are really impressive to me considering OpenAI had a way crazier project for Dota 2 back in 2018 with 5 independent AI modules working together that was capable of beating pros.
