In this part of the video , I have just tried to show the effects of relative motion,A driver inside the car: driver is an observer, Car is a frame of reference. What driver observe that is an observation. Driver is in rest in his frame of reference but moving with respect to the person who is standing across the road.
Here driver is changing the speed and so speed is not constant and there is an acceleration. So this car will be treat as a non inertial frame. Inertial frame follow the law of inertia that is the Newton’s first law.
