Robert H. Latiff | A.I. and Warfare

Hillsdale College

Robert H. Latiff is a research professor at George Mason University and an adjunct faculty member at the Reilly Center for Science, Technology, and Values at the University of Notre Dame. He earned a Ph.D. in materials science from the University of Notre Dame and is a graduate of the National Security Fellows Program at Harvard University. A former major general in the U.S. Air Force, General Latiff’s last active duty assignment was at the National Reconnaissance Office, where he was director of advanced systems and technology and deputy director for systems engineering. He also served in the U.S. Army, both in the infantry and as commander of an Army tactical nuclear weapons unit. A recipient of the National Intelligence Distinguished Service Medal and the Air Force Distinguished Service Medal, he is the author of Future War: Preparing for the New Global Battlefield.

Hillsdale College is an independent institution of higher learning founded in 1844 by men and women “grateful to God for the inestimable blessings” resulting from civil and religious liberty and “believing that the diffusion of learning is essential to the perpetuity of these blessings.” It pursues the stated object of the founders: “to furnish all persons who wish, irrespective of nation, color, or sex, a literary, scientific, [and] theological education” outstanding among American colleges “and to combine with this such moral and social instruction as will best develop the minds and improve the hearts of its pupils.” As a nonsectarian Christian institution, Hillsdale College maintains “by precept and example” the immemorial teachings and practices of the Christian faith.

The College also considers itself a trustee of our Western philosophical and theological inheritance tracing to Athens and Jerusalem, a heritage finding its clearest expression in the American experiment of self-government under law.

By training the young in the liberal arts, Hillsdale College prepares students to become leaders worthy of that legacy. By encouraging the scholarship of its faculty, it contributes to the preservation of that legacy for future generations. By publicly defending that legacy, it enlists the aid of other friends of free civilization and thus secures the conditions of its own survival and independence.

  1. Has there been an Austrian School analysis of the future economic impact of robotics/automation in the workplace? What if there is mass unemployment? Where will people get money to buy goods?

  2. With smart weapons we had better get better leadership. The War on Terror is a terrible failure and waste of lives and money. The simple minded strategy of "kill all the bad guys" has failed for 18 years now. Sec of Defense Rumsfeld even asked "Are we creating radicals faster than we are killing them?" He knew the answer yet nothing was ever done to change the strategy. We contained communism, we didn't try to kill them all. We should contain Islamic radicals.

  3. These augmented Citizen Soldiers will
not be able to leave the military and return to a normal human life. We will be
creating human machines that will be so altered they will not be able to stand
down. We will have to maintain them in the military until they die a natural
death, or we will have to actively kill them after they are no longer needed. Assuming
we can over power them to do so.

  4. Artificial Intelligence SCARES ME! The implications are EXPONENTIALLY raising the Stakes!

"Summoning the Dragon " is indeed frightening and should wake all to this New Reality. Information War and the myriad problems or issues, ethically as you stated quite eloquently, for the Subject matter, anyway.

    Thank you, Dr. Latiff

But, IF WE DO NOT MASTER THIS TECH., OUR ENEMIES CERTAINLY WILL.

This is the "PROBLEM!" FAKE NEWS ON THE BATTLEFIELD, INDEED! 🇺🇸

  5. I'm not certain when Dr. Latiff gave his speech, but I'd like to note Sec. Def., Mattis, and N.S.A. Chief, McMasters, are both NO LONGER in this Administration.

McMasters IS a Neo-Con and it was easier to get rid of him, but Trump allowed Mattis to "Stay" at Defense so long as Mattis was on-board with the Administration's stated goal of ending the Afganistan war, one way or the other. Mattis Disagreed, strongly. Mattis "Resigned, dutifully as a Good Marine. I'm uncertain yet about the new SECDEF. Who is he, and, what is his philosophy??
I'm also confident this Administration is also protecting and enhancing our Status as the World's 1 (and ONLY) Reserve Currency in all markets, everywhere. This is Critical b/c China, Russia, Iran, etc., want OUT of the Reserve System. However, much to EVERYONE'S SURPRISE (and Consternation) President Trump is now and has been Fighting a High -Stakes affairs of State. e.g., The hostile attempts by Players Worldwide are becoming Clear to See. Our Enemies are ALWAYS TRYING TO " UNDERMINE" US, AMERICA, FOR "THEIR ILLEGAL & ILLEGITIMATE OWN-ENDS!! UNLIMITED STATE AUTHORITY!!
    🇺🇸
We Free people MUST KNOW THE ENEMY'S OBJECTIVES AND ASCERTAIN THEIR INTENTIONS AND BE READY TO BLUNT OR BLOCK CHINA OR WHOEVER ACTS BELLIGERENT. INCLUDING RED CHINA!

The U.S. NAVY, MARINES, AIRFORCES, ARMY, COULD BE BROUGHT TO BARE OR BEAR AGAINST RUSSIA & CHINA TEAMING UP TO "FIGHT A CONVENTIONAL WAR."

However, WE understand THEIR capabilities and Intentions, (previous acts of LAWLESSNESS or Any RESPECT FOR CIVIL OR HUMAN RIGHTS) and WE must Be THERE wherever that may be, ALWAYS ahead of our Enemies. We can't expect THEM to NOT PURSUE ARTIFICIAL INTELLIGENCE FOR "THEIR DARE I SAY, EVIL, CRIMINAL ABUSE OF SUCH TECH. USED TO KILL INDISCRIMINATELY.
AMERICA MUST LEAD HERE TOO, AS WE RESPECTFULLY AS POSSIBLE CREATED THE ATOMIC BOMB. WE MUST NEVER CEDE CONTROL OF A TECHNOLOGY, LET ALONE ONE WITH SO many CATASTROPHIC POSSIBILITIES AS THIS TECH.!

The U.S. Must Remain the Military " Hegemon" or CHINA will gladly take over the minute we Leave the Battle Space. I hope the Speaker understands the very basic REALITIES of Man and Totalitarianism, eh, DEMS? 😁

  6. The most immoral thing you can do in war is LOSE and fail to protect your women and children from the enemy. All other moral considerations must bow to avoiding this.

  7. Can't blame Putin, There is a Truth to what he says. WHO do You Trust?
It's a game of conquer with CIA, (as one) and they don't care Who!
Fed. Retirees bombard us with their 'new' businesses, Taking Over under Govt. contracts.
Even those in ones own country is Not a 'guarantee' they speak Truth.
NO TRUST leaves us vulnerable. How does one solve that?
Thank You Hillsdale and Dr Latiff!

  8. The probability of a massive economic collapse in China is highly likely due to extreme imbalances at levels never seen in the modern era. Think of a modernizing Japan in the 1930's when faced with the fallout of the great depression, it turned to nationalism and militarism. While not identical China is promoting a strong form of nationalism and is thinking about implementing a new militarism. In WWI many new weapons came on the battle field, tactics and use, no one really had a clue and repeatedly made catastrophic mistake after mistake. One of the unmentioned consequences of a failure in using AI and new tech is loosing a war.
