    The problem with this is what happens if you have 8 cars your system fails; anything greater than 8 cars will give you the best results to keep the yellow road (or Green Yellow Green).
     
    better yet how about if you have 100 cars it takes only 13 minutes for the rout taking the (Green yellow green) road and while you get 106 minutes with (green and red), and 201 minutes with (red yellow and red)

    About South Korea people where probably frustrated with the traffic situation and decided on either public transit or not to go downtown.
