Why would y’all expect shanks bounty to be so high? He’s highly respected by the marines unlike most yonkos, plus other yonkos have sinister agendas on the side hence adding to their bounty. Majority of a bounty isn’t by strength it’s by action.

Dragon is the most wanted man… so obviously his bounty is higher than all the Yonkos. I believe his ability is to manipulate weather .I ALSO believe he might have another devil fruit ability like Blackbeard. But it’s just a theory,dragon could also be worse than the admirals or the yonkos.im just guessing his ability is manipulating weather because he saved Luffy from being executed by Buggy by striking lighting on him.since Luffy is a rubber man, lightning won’t work on him so it hit the sword of buggy and Deepfried him.but the fact that I’m saying that he might have another devil fruit ability is just a pure guess.
Why he is not a devil fruit user? Because oda said that shanks is not a devil fruit user…. so that's it!

i think bounty is not the basis of how powerful they are, its just as the same reason we have here in the real world, bounty define how dangerous you are or your reputation of treat at opposing the world gov or the valuable information you have .. for example in the pass kid has higher bounty than luffy because killed people and luffy dont.. no matter how powerful you are and you only pickpocket your bounty will be smaller than a weak person that kill people without any reason.. maybe oda put logic in the bounty system, it be more boring if bounty is base on power lvl. in dragon ball its ok cuz they can power up, but in one piece where their are selected people that can power up it would be weird to see the bounty go up and down when they power up or in base form, and it gives more suspense cuz not knowing whos powerful, imagine seeing bounty of luffy will not change no matter if he trains.. just my point.
Having a bounty in one piece is like having warrants in the real world
