If no one cared about bullying in the past then I doubt any reliable records were kept and hence no real comparison could be drawn. I don't know how you can say that the numbers have gone down. And even it that were the case, should we just accept things the way they are because everything is now better than in the past?
We could certainly draw a comparison on bullying between the pre and current Trump eras. I could almost guarantee that those numbers have gone up.
I'd like to see a citation for "the numbers" Pinker references on bullying. A significant distinction he neglects in comparing bullying in his childhood vs. contemporary issues is the power of social media in facilitating & distributing bullying. The internet is a powerful dynamic that did not exist in the period he is comparing to.
