No fan fiction. Even if you write better fiction than some Black Library authors most people won't read it because "it's not canon". If you publish the very same fan fiction story under Black Library label throngs of people will buy it and read it with joy. I think it is best to make your own fiction and participate in Black Library submissions: https://www.warhammer-community.com/2019/08/26/black-library-submissions-open-now/ . Last year 13 new people started writing for BL after the submissions process.
